Reporting Illicit Discharges to the City of Auburn

The City of Auburn operates and manages a municipal separate storm sewer system (MS4) under a Phase II National Pollutant Discharge Elimination System (NPDES) permit issued by the Alabama Department of Environmental Management (ADEM).  As a requirement of this permit the City is required to implement a program to detect and eliminate illicit discharges into the permitted receiving waterbodies.  As defined by the Environmental Protection Agency and adopted into the City of Auburn Illicit Discharge ordinance, an illicit discharge is any discharge to an MS4 or its receiving waterbodies that is composed of anything other than entirely stormwater.  To comply with Phase II requirements the City conducts weekly water quality monitoring and visual inspections at various locations on all of its receiving waterbodies.  Additionally, the City investigates all claims of violations of the Illicit Discharge Ordinance and enforces appropriately when necessary.  Exemptions to this ordinance are: landscape irrigation, irrigation water, springs, water from crawl space pumps, irrigation water, residential car washing, swimming pools, street wash water, and fire fighting activities.  For further information regarding the City of Auburn Illicit Discharge ordinance and exemptions thereof, please click on the link below or visit http://www.auburnalabama.org/code.  Additionally, should you have knowledge of an existing or suspected illicit discharge as defined above please use the official City of Auburn Illicit Discharge Report Form found on this website.

The link below will allow you to download the official City of Auburn Illicit Discharge Report Form.  This form was created in an effort to streamline the reporting of possible illicit discharges by Citizens and to facilitate the response of those charged with investigating each claim.  Two separate formats of this form are available: a Microsoft Excel format and an Adobe PDF format.  Forms completed with Microsoft Excel may be submitted via email to Matt Dunn at mdunn@auburnalabama.org, while PDF forms must be hand written and submitted to the Water Resource Management Office located at 1501 W. Please remember that reporting violations of environmental laws is a serious matter, and could result in criminal and/or civil sanctions being assessed against the person or company being reported. Knowingly or intentionally making a false complaint is a violation of Alabama Law.

The City of Auburn provides this service to allow concerned citizens to file e-mail or telephone/voice mail reports regarding the discharge of pollutants to rivers, creeks, and the storm sewer system within the city limits of Auburn. A tracking number will be assigned to each complaint received and an investigation initiated. The results of the investigation and any actions taken shall be documented and submitted to ADEM in the City's annual storm water program report.

NOTE: Anonymous complaints received by e-mail or telephone, or complaints with unverifiable contact information cannot be investigated. It is the policy of the City of Auburn to keep contact information confidential.
