JOB TITLE:  Construction and Maintenance Crewleader                                                             PW/3

EFFECTIVE DATE:  June 1, 2004

 

JOB SUMMARY:  This position is responsible for supervising and assisting in the construction, maintenance, and improvement of streets, sidewalks, and drainage systems.

 

MAJOR DUTIES:

 

o   Supervises the work of a maintenance and construction crew.

 

o   Provides daily progress reports.

 

o   Assists in the work of street maintenance.

 

o   May operate heavy and light equipment, including a bulldozer, track loader, and excavator to construct, maintain, and improve streets and drainage systems.

 

o   Operates a variety of hand and power tools such as a jack hammer, tamper, and chainsaw.

 

o   Assists in grading and setting up base for new street construction and building sites.

 

o   Assists in traffic control at work sites; sets out cones and flags traffic.

 

o   Assists in the installation of storm drainage systems, including curbs, gutters, and catch basins.

 

o   Performs routine maintenance such as lubrication and checking air, oil, water, and other fluids.

 

o   Clears brush and debris from storm drains; removes trees damaged by ice storms.

 

o   Patches potholes, repairs sidewalks as needed,  and repairs utility cuts with hot asphalt as needed.

 

          o   Performs other related duties as assigned.

 

KNOWLEDGE REQUIRED BY THE POSITION:

 

o   Knowledge of City policies and procedures pertaining to street and drainage system construction, maintenance, and improvement.

 

o   Knowledge of achieving grade, drainage, and proper compaction.

 

o   Knowledge of City geography, including street, parking lot, and manhole locations.

 

o   Skill in operating equipment such as motor grader, bulldozer, dump truck, excavator, tractor, rubber-tire loader, and backhoe.

 

o   Skill in the use of hand and power tools such as a trimmer, chainsaw, concrete saw, jackhammer, and level.

 

o   Skill in performing preventive maintenance on equipment.

 

o   Skill in driving a truck during inclement weather.

 

o   Skill in street and drainage system construction and maintenance techniques.

 

o   Skill in supervising the work of other employees.

 

o   Skill in oral and written communication.

 

SUPERVISORY CONTROLS:  The Construction and Maintenance Crew Coordinator assigns work in terms of general instructions.  The supervisor reviews work in progress and upon completion for compliance with instructions and established procedures, accuracy, and the nature and propriety of the final results.

 

GUIDELINES:  Guidelines include City ordinances, department policies and procedures, state Department of Transportation regulations, and work orders.  These guidelines are generally clear and specific, but may require some interpretation in application.

 

COMPLEXITY:  The work consists of related equipment operation, street construction, and supervisory duties.  Inclement weather conditions and the need to work around utility lines contribute to the complexity of the work.

 

SCOPE AND EFFECT:  The purpose of this position is to operate equipment and perform street construction and maintenance duties.  Successful performance helps ensure safe and serviceable streets and properly functioning drainage systems.

 

PERSONAL CONTACTS:  Contacts are typically with co-workers, workers in related support units, suppliers, other City employees, and the general public.

 

PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information and provide services.

 

PHYSICAL DEMANDS:  The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping.  The employee frequently lifts light and heavy objects,

climbs ladders, and uses tools or equipment requiring a high degree of dexterity.

 

WORK ENVIRONMENT:  The work is typically performed outdoors, where the employee is exposed to noise, dust, dirt, grease, machinery with moving parts, and inclement weather.  The work requires the use of protective devices such as masks, goggles, or gloves.

 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has functional supervision over personnel as assigned.

 

MINIMUM QUALIFICATIONS:

 

o   Ability to read, write and perform basic mathematical calculations.

 

o   Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.

 

o   Possession of or ability to readily obtain a valid drivers license for the type of vehicle or equipment operated.
