JOB SUMMARY: This position is responsible for providing a
web presence for the City and for designing, developing and maintaining web systems
and applications in support of City activities.
MAJOR DUTIES:
o Performs web design, implementation and
management of the City’s Internet web presence and intranet web presence using
the latest technologies and best practice procedures.
o Performs SQL programming as required in the
execution of web programming responsibilities.
o Collaborates with designated employees in
each City Department to ensure timeliness, accuracy and consistency of the
City’s Internet/intranet web presence.
o Adheres to City standards and policies in the
development and maintenance of the City’s Internet and intranet.
o Determines and recommends the resources
necessary for web operations.
o Designs and monitors web metrics.
o Researches and plans for changing user
requirements and advances in technology.
o Remains current with web development
practices and advancements.
o Performs “low level” testing for throughput,
efficiency and delivery time of all web functions.
o In design collaboration with end users,
programs interactive Internet and intranet forms development using the latest
InfoPath and SharePoint technologies.
o Trains City of Auburn Internet and intranet
users so that they can maintain their assigned areas of the Internet and be
capable of moving file systems to the intranet.
o Assists in the modification and enhancements
of the City’s GIS web viewer in close collaboration with the GIS Division of
the Information Technology Department.
o Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
o Advanced
knowledge of secure web services, privacy requirements, firewalls, encryption
and SSL.
o Knowledge
of Internet connectivity issues and download times limitations.
o Knowledge of computer information systems
technology.
o Skill in website development, web graphic
design, programming, indexing, scripting and web maintenance.
o Skill
in the use of Active Server Pages, Cascading Style Sheets, Hyper Text Markup
Language (HTML and DHTML), Asynchronous JavaScript and XML (
o Skill
in web graphics, animations, Portable Document Format solutions and multimedia
programming.
o Skill
in the use of database structures and in the database programming of Microsoft
SQL databases.
o Skill
in project management and timeline creation.
o Ability
to be highly organized and detail-oriented with regard to assigned tasks.
o Ability
to work independently and as part of a team in a customer-focused and
results-driven environment.
o Skill
in oral and written communication.
SUPERVISORY
CONTROLS: The Information Technology
Director assigns work in terms of very general instructions and goals and
objectives. Completed work is sometimes spot-checked
for the nature and propriety of the final results.
GUIDELINES: Guidelines include rules governing secure web
programming and City policies and procedures.
These guidelines require judgment, selection, and interpretation in
application.
COMPLEXITY: The work consists of highly specialized
duties. The need for extensive
experience with web design and programming, along with exceptional knowledge of
the City, contribute to the complexity of the work.
SCOPE AND EFFECT: The purpose of this position is to provide a
web presence for the City. Successful
performance results in the effective and efficient use of technology in the
daily work of employees and in communication with the population of the City of
PERSONAL CONTACTS: Contacts are typically with co-workers,
recipients of network services, the general public, Department Heads and staff
in other departments.
PURPOSE OF
CONTACTS: Contacts are typically to give
or exchange information, provide services, resolve problems, and negotiate or settle
matters.
PHYSICAL DEMANDS: The work is typically performed while sitting
at a desk or table, with intermittent sitting, standing, stooping or walking. The employee occasionally lifts light and
heavy objects, climbs ladders, and uses equipment requiring a high degree of
dexterity. The employee must be able to
distinguish between shades of color.
WORK ENVIRONMENT: The work is typically performed in an office
or computer room.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
MINIMUM QUALIFICATIONS:
o Knowledge
and level of competency commonly associated with the completion of a
baccalaureate degree in a course of study related to the occupational field.
o Sufficient
experience to understand the basic principles relevant to the major duties of
the position, usually associated with the completion of an
apprenticeship/internship or having had a similar position for five years.
o Certification as a Microsoft Certified Professional Developer: Web
Developer or the ability to become certified within one year of employment.
o Possession of or ability to readily obtain a valid driver’s
license issued by the State of
