JOB TITLE:  GIS Programmer/Analyst                                                                                          IT/3

EFFECTIVE DATE: 

 

JOB SUMMARY:  This position is responsible for developing and maintaining the geodatabase for the City in a way that makes it useful for City employees.

 

MAJOR DUTIES:

 

          o   Develops and maintains custom GIS applications.

 

          o   Performs database design and implementation.

 

          o   Administers internet mapping service.

 

          o   Administers ArcSDE and Geodatabase.

 

          o   Performs GPS feature updates when necessary.

 

          o   Creates presentations for new software and new methods of using software to the Information Technology department and other City departments.

 

          o   Creates presentation quality maps for employees of other departments.

 

          o   Installs software for other departments.

 

          o   Performs other related duties as assigned.

 

KNOWLEDGE REQUIRED BY THE POSITION:

 

o   Advanced knowledge of geographic information systems.

 

o   Knowledge of computer programming techniques and practices.

 

o   Knowledge of the ArcObjects Library for Software Development.

 

o   Knowledge of computer programming techniques and practices.

 

o   Knowledge of Microsoft’s Component Object Model.

 

o   Advanced knowledge of computer operations and relational databases.

 

o   Knowledge of department policies and procedures.

 

          o   Knowledge of City infrastructure.

 

o   Skill in performing basic mathematical calculations.

 

o   Skill in creating, reading and interpreting maps.

 

o   Skill in operating a computer, calculator, copier, and measuring devices.

 

          o   Skill in oral and written communication.

 

SUPERVISORY CONTROLS:  The GIS Coordinator assigns work in terms of general instructions.  Completed work is spot-checked for accuracy, compliance with procedures, and the nature and propriety of the final results.

 

GUIDELINES:  Guidelines include standard mapping and programming practices, relevant state and City laws, and department policies and procedures.  These guidelines are generally clear and specific, but may require some interpretation in application.

 

COMPLEXITY:  The work consists of varied duties in the maintenance of the City’s geodatabase and geographic applications.  The volume and variety of products requested contribute to the complexity of the work.

 

SCOPE AND EFFECT:  The purpose of this position is to develop geographic applications and analysis for the City.  Successful performance helps ensure accurate base maps for the use of other City departments. 

 

PERSONAL CONTACTS:  Contacts are typically with co-workers, City officials, developers, utility personnel, business representatives, emergency service providers, postal officials, realtors, and the general public.

 

PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, provide services, and resolve problems.

 

PHYSICAL DEMANDS:  The work is typically performed while sitting, standing, bending, crouching, or stooping.  The employee frequently lifts light objects and occasionally lifts heavy objects, uses equipment which requires a high degree of dexterity and must be able to distinguish between shades of color.

 

WORK ENVIRONMENT:  The work is typically performed in an office or computer room and occasionally outdoors in cold and inclement weather.

 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has indirect supervision over GIS Technician I (1).

 

MINIMUM QUALIFICATIONS:

 

o   Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.

 

o   Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

 

o   An employee in this position may be designated as a Senior GIS Programmer/Analyst if meeting the requirements of the City of Auburn career ladder program.
