JOB TITLE:  Utility Maintenance Worker (Water)                                                                     WS/18

 

DEPARTMENT:  Water Resource Management

PAY GRADE:  9

 

EFFECTIVE DATE:  January 5, 2006

 

JOB SUMMARY:  This position is responsible for assisting with the installation, repair, and maintenance of the City’s water system.

 

MAJOR DUTIES:

 

o   Assists with the construction, installation, maintenance, and repair of water system appurtenances.

 

o   Makes water taps for new services.

 

o   Lays out water lines.

 

o   Locates leaks in water lines.

 

o   Installs water meters and cut-off valves.

 

o   Assists with the repair of water line breakages.

 

o   Assists with the installation and repair of water mains.

 

o   Repairs cuts necessitated by utility repairs.

 

o   Assists with the location of water lines for other utility companies.

 

o   Flushes fire hydrants and water lines.

 

o   Flags traffic; places regulatory signs at work sites.

 

o   Gathers materials necessary to perform duties.

 

o   Assists with emergency repairs.

 

o   Maintains assigned tools and vehicle.

 

o   Mows grass as necessary.

 

o   Responds to after hours emergency calls and rotates on-call schedule for after hours.

 

o   Performs other related duties as assigned.

 

KNOWLEDGE REQUIRED BY THE POSITION: 

 

          o   Knowledge of safety policies and procedures pertaining to the repair, maintenance  and construction of water systems.

 

          o   Knowledge of the methods and practices of installing, maintaining and repairing water mains and services.

 

          o   Skill in the use of such tools as concrete saws, jackhammers, tampers, boring tools, pipe locators, pipe cutters, and various hand tools.

 

          o   Skill in the construction, maintenance and repair of water mains and services.

 

          o   Skill in driving a dump truck and in the operation of a bush hog and tractor.

 

          o   Skill in oral and written communication.

 

SUPERVISORY CONTROLS:  The Water Utility Construction Supervisor assigns work in terms of somewhat general instructions.  The supervisor reviews work in progress and upon completion for compliance with instructions and established procedures, accuracy, and the nature and propriety of the final results.

 

GUIDELINES:  Guidelines include department policies and procedures and accepted work safety practices.  These guidelines are generally clear and specific, but may require some interpretation in application.

 

COMPLEXITY:  The work consists of related water maintenance and repair duties.  The need to repair lines in the street during heavy traffic and to locate and dig around other utility lines contributes to the complexity of the work.

 

SCOPE AND EFFECT:  The purpose of this position is to construct, repair, and service water mains and services.  Effective performance facilitates the speed and accuracy of repairs and service.  

 

PERSONAL CONTACTS:  Contacts are typically with co-workers, employees of other utility companies, and the general public.

 

PURPOSE OF CONTACTS:  Contacts are typically to exchange information and provide services.

 

PHYSICAL DEMANDS:  The work is typically performed while standing, walking, bending, stooping, and crouching.  The employee frequently lifts light and heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.

 

WORK ENVIRONMENT:  The work is performed outdoors.  The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, cold and inclement weather, raw sewage, and possibly infectious diseases.  The work requires the use of safety devices such as masks, goggles, and gloves.

 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  None.

 

MINIMUM QUALIFICATIONS:

 

o   Ability to read, write, and perform basic mathematical calculations.

 

o   Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

 

o    Possession of or ability to readily obtain a valid driver’s license issued by the State of Alabama for the type of vehicle or equipment operated.

 

o   Ability to obtain a valid Class B Commercial Drivers License issued by the State of Alabama within six months of employment.

 

o   An employee in this position may be designated as a Senior Utility Maintenance Worker if meeting the requirements of the City of Auburn career ladder program.
