Conclusion

We believe that these nine principles of growth, the master street plan, the future water and wastewater plans, and the land use plan can provide policy guidance for the City of Auburn as it deals with the many issues faced by a growing community over the next two decades. We believe that Auburn can avoid the problems faced by many older MSAs, including most of the ones in Alabama. We do not have to have duplicative public services and conflicting infrastructure as the Auburn MSA expands over the next twenty years. It will be important for Auburn to avoid urban growth built to rural standards in the area surrounding the current City limits.

The question is not "Growth- No Growth." The Auburn MSA is going to grow so the question is "Does the City plan for and handle the growth effectively or do we follow the path of older MSAs?" Many of the policies that the City Council has adopted are consistent with the nine principles we have presented. Some actions that are needed to implement this plan will have to have the support of the State Legislature in the form of new or more flexible laws. Because the Legislature does not take a proactive, comprehensive approach to urban areas, the City will have to develop its own agenda and present it to the Legislature.
